I tried to install emacs on my laptop but the package manager failed. When I go to gnu.org/software/emacs nothing ever loads and I get a timeout error. I tried on my phone. Same thing. Turned off WiFi and tried to go to gnu.org on mobile data, it loaded instantly.
Only noticed after I recently installed cachyos on my laptop. Hhhmm I’m going to try on VPN and see what happens
RMS was upset about proprietary blobs in your wifi driver.
If it only happens on your wifi, this sounds like a problem with your wifi. It may have misconfigured DNS or similar.
I’m sure there’s a reason. My first thought is it sounds like a DNS issue, but I’m not sure why unless you’re using something like NextDNS and got a false positive block. If the VPN works, makes it even more likely.
Check if nslookup is returning the correct IP address for the domain.

Check for overzealous nanny features (cloud filtering, dns filtering, exotic proxy settings) on the router.
