Rural areas look to be significantly more socially conservative than even the most conservative city people so it may well be a single rural/city party is not possible anymore
I think the media in rural areas being delivered is a big part of this. Albanese needs to do something like Turnbull did when he opened the way for Guardian to enter Australia, Turnbull played a small part, but it was important. Albanese needs to introduce some balance into the rural media environment, especially after the conservatives (the scomo gov) handed Murdoch the keys to rural Australia in free to air license.
