This isn’t an educated guess. We know he’s in there. The exact details of his involvement are needed to prosecute, but we for sure without a doubt know. We may not know it directly from this case, but the sum of all of the evil shit he’s been a part of will easily lead you there, just not enough to prosecute this exact instance unfortunately.
On the one hand, I feel bad for them. They signed up because it put a little extra food on their family’s plates, and they felt like they’d be helping out in case of a hurricane, tornado, earthquake, flood, or similar. They likely don’t desire to enforce the anti-constitutional rulings of a degenerate. They’ll be fired at best for refusing, jailed or made an example of at worst.
