It is essentially prompts for you to sit there imagining you/your character in a fantastic situation.

If “have an imagination” is a problem for you then you might get some use from it, otherwise I wouldn’t bother to be honest.

0. You’re probably already keeping a detailed log of every incident, and recording evidence - keep doing it

1. Go to the local council environmental nuisance team

2. They provide a noise meter (or sometimes app for your phone) to record proof

3. After a few incidents they can serve him with a noise abatement order

4. If for some reason they won’t, as long as you’ve followed the process above you can apply to Magistrate’s Court directly for a noise abatement order and both parties will get summoned to put forward their sides.

Overrated nonsense in the newspapers… I’ve lived and worked in and around London my entire life and never seen a knife outside of a restaurant.
