I said it started rising because WWII ended not it that is was low because of it. Life expectancy increased all over the world at the end of WWII even in countries not directly involved. The end of WWII brought with it incredible advances in medical technology. Most notable was the mass production and distribution of penicillin. Evidence for this can been seen by looking at the similar life expectancy trends across other nations. One country with very similar trends is Brazil. Life expectancy was historically in the low 30s then WWII ended and there was immediately a huge spike in life expectancy.
